The Early Learning Program is a state funded preschool program that provides subsidized full day services for eligible children 2-5 years. Our program is funded through the California Department of Education (CDE), Title 5; Early Education and Support Division (EESD). Therefore, it is our contractual obligation to follow the laws and regulations stipulated in California’s State Preschool Program (CSPP) & General Child Care (CCTR) Funding Terms & Conditions (FTC).

Priority is given to children who are recipients of Child Protective Services (CPS) or at risk of abuse or neglect or homelessness. After enrolling children who are recipients of CPS or at risk, 4 year old children and then 2 and 3 year old children are enrolled in order of California State Preschool Program (CSPP) enrollment priorities considering:

  • Income

  • Previous enrollment in CSPP Program

  • Children with disabilities (requires certified Individual Education Plan (IEP)

The Early Learning Program does not discriminate in determining which children are served as defined by the Americans with Disabilities Act (ADA). The Early Learning Program welcomes and enrolls children with disabilities, makes reasonable accommodations, and works with the family to implement those accommodations for children with disabilities. This program refrains from religious worship or instruction.
